That was my understanding too. That Representatives are sworn in first. They’re first because of the Speaker’s position on the order of succession. Then the Senators, and then the President with their VP.
The Speaker swears in House members. The longest serving House member is the one who swears the Speaker into their new term.
That’s another reason he won’t even try to delay the election. He needs the affirmation. His ego needs the election. I don’t doubt he’ll lose, but I do doubt that he can even process the prospect of losing. He actually thought he could simply deny a global pandemic, and that it would simply disappear if he pretended it wasn’t there. His capacity for denying reality is endless.

No. Every seat in the House is elected, every two years. Even if someone runs unopposed, there is an election.
It just seems that way. In technical terms, a new Congressional House is made up of all representatives that were elected in November. A lot of them are incumbents, but they are all recently elected.
Thus no, the House would not be able to make a quorum, because there would be literally no House members.
There is nothing in the Constitution addressing such a situation, however. The onus is put squarely upon the States to ensure that they hold elections to elect House representatives every two years.
This is largely a rabbit hole, however, as…by the same Constitution, the Federal government, and especially the President, isn’t the one who gets to make the call to hold elections. Elections are run by the States. Trump can whine and bitch and call for States to not hold elections, but the ultimate decision isn’t his.
Members of both chambers – House and Senate – have to be sworn in before the president, because it’s both chambers (and the incumbent Vice President) who together certify the electoral college vote, before which certification there is officially no new president.

And that ship left the port long ago. If the pandemic magically ended today, the economy is fucked for a very long time…well beyond November. And the pandemic isn’t magically ending today.
Also, what authority does he have to force a state NOT to hold an election? A great many number of things that make zero sense, like Democratic governors going along with him just because, would have to happen in order to stop elections this fall. While some red state and Republican governors might be all too happy to comply, and I think that’s pretty questionable, why would blue state and Democratic governors go along with this scheme? Some of y’all really give his fat ass entirely too much credit.
