Ghouliani is definitely guilty of violating that. He’s not an official gov’t employee, yet working for personal ends on behalf of tRump. Ghouliani is considered an unauthorized person as he is not employed by the American people in any way, shape or form but rather as tRump’s personal “fixer”.
