Another aspect is hurricanes/storms have gotten stronger. And as @thunderclapnewmanm pointed out it was cat 5 offshore, and came ashore as a cat 3. And I know that this is picky but we used talk about wind damage, and now we have to talk about water damage. Water damage can be how much water dropped during a specific period.
Hurricane Harvey sat on top of Houston for days. while others since have come ashore and dropped in wind strength but dropped more water in one place, or in another case dropped more water farther inland.
And what the Governor maybe trying to alert residents that if your property has been through hurricanes in the past that came ashore and survived with no to minimal wind damage, things have changed to hurricane induced flooding is becoming a greater risk. So don’t think you can ride out the wind, when your new worry is flooding.

The shipping channels they dredged for both cities provided barrier-free routes for hurricanes to reach both cities, which used to be protected from the worst storms by the marshes and land that separated them from the Gulf.
For NO, the Mississippi Delta was the perfect protection from major devastation, because the storms would beat themselves to death trying to make it across the Delta to NO.

Yep, saw that show on either PBS, or NatGeo. And the thing is I’ve been hearing about the oil and gas shipping canals since before Katrina. And what pisses me off the most is that a lot of them when they were OK’ed to be dredged had a provision that the company that wanted the canal and created the canal was suppose to return it back to the way it was before dredging. It was in the agreement between the state and company. And the state didn’t enforce it.
The company that created would get sold to a new entity and the new entity would claim that they don’t have the responsibility to fix the old canal because they weren’t part of the original agreement.
Now if the state LA had gumption and/or sense after they got burned over this decade after decade then they should have asked the company that wanted a new canal dredged to pay restoration fee upfront.
