Not making excuses for the vileness at all, however:
It appears a couple of people seated in the second row were not completely all in with the “Heil” salute thing, and tried to get away with alternate hand gestures (clenched fist, longhorn salute etc.) instead. That may be why the faces were blurred in the released photo. I don’t believe that’s a sufficient reason, but the legal eagles may have thought so.

Nope, Sieg heil means “hail victory” – Sieg is the German word for victory. And since, in this usage, heil means hail as in a salutation (came indirectly from the Latin “ave” like ave Maria which means hail Mary), in fact, using the English hail or the German heil is equivalent.

There’s a special kind of contempt for people who would go to all the trouble of applying for what’s a pretty crummy job in the first place, taking the training course, getting right to what I’m guessing is the damn end of the process and then throwing it all away for a stupid, sophomoric, offensive, and most of all unfunny joke. You don’t want us arugula-eaters to look down on you? Really? Then don’t throw Nazi salutes when you’re gettin’ yer pictures took, geniuses.

Not exactly the lede here, but why exactly does West Virginia need a “Department of Military Affairs”? If they do, what is its purpose? I know it doesn’t work this way in practice anymore, seemingly less and less all the time, but domestic law enforcement is not supposed to be a military operation. I suppose the state National Guard could qualify as military affairs, but that organization shouldn’t have anything to do with prisons, corrections, or anything related within the state.

I have the same thought every time we have one of these Nazi salute incidents.
I can only guess that they have no idea just who Nazis were, the evil, the destruction and death they brought to the world little more than only one lifetime ago. I still see old solders with WW2 hats at least weekly. 60 million died just in Europe.
If I witnessed this first hand I would rip these fucks up one side and down the other.
I would like to frog march them through a few cemeteries.
