That the warning was ignored was no surprise. That it had to come from their resident social scientist was however. I’m sure more than this fool tried to get the Administration’s attention but that’s just a suspicion on my part.

Not the warning, but putting it in writing (which, I presume, means he wasn’t getting much attention when he tried to speak about it.)
