There is a very narrow/limited law that allows individuals to sue the “federal government for actions committed by individuals acting on behalf of the federal government” - Federal Tort Claim Act and Tucker Act for breach of contract BUT due to sovereign immunity, governments are exempt from lawsuits unless they waive sovereign immunity and agree to be sued.

IMHO…the leak through NYT/Haberman was to increase Navarro’s credibility after the big blow up in the WH with Fauci BUT it seems its also a double edge sword because it exposes the incompetency and negligence of the Covidiot-In-Chief. Nonetheless, Navarro is capable of interpreting a statistical analysis or writing a report based on statistical model (PhD in Econ) BUT he is NOT capable of overriding the advice/analysis of a medical expert because he, Navarro, does NOT have the medical expertise OR experience. In short, Navarro was/is over reaching and was/is Dunning-Krugering!

Diogenes would have been appalled by these fools. In Athens he was so disgusted by the rampant corruption that he refused to honor virtually all social norms, living out on the street in a clay vat turned on its side.
His legendary acts of protest were the finest political theater. I wonder what our “leaders” today would say about a broken old fool wandering around Washington with a lamp, searching in broad daylight for an honest man.
