I’m going to take the use of he word “complimentary” to mean that the WaPo is the one offering the access, but that is really the only thing on that page would point one way over the other. Even that isn’t a gurantee, because I know my institution has a similar arrangement with the NYTimes where so long as your initial sign in is on campus you can get mobile access to the Times from any location, with access being paid for by the library as part of an institutional subscription. Yet the promotional literature we have on the arrangement refers to it as “complimentary access.”
Hundreds of thousands of dollars my a**. This will affect a few office buildings in the belt way, but not much more. My experience as a federal employee and purchasing agent is that you are allowed to purchase a (1) subscription for the newspaper(s) of record in your geographic area. Employees don’t get to order their own copies and have the Gov. pay for it. This will save hundreds of dollars, not hundreds of thousands.

There would be more savings if Trump handed over his taxes and directed the agencies to honor the subpoenas (i.e., if he behaved as if he weren’t guilty as hell). That would probably slash DoJ’s litigation budget by half.
