You are forgetting that this is a griftocracy and not a government. The point is not to find a vaccine. The point is to get early inside info on which drug manufacturer’s vaccine will go to clinical trials first and then to make a killing on insider trading in that company’s stock. If the clinical trial fails it doesn’t matter; the stock will already have had its run-up and the thieves will have cashed out. That’s what matters to these people.
