Trump has told aides not to worry about breaking the law in order to finalize contracts or using eminent domain to seize property for the structure.

… if - big if - if he can actually do this & get away with it …
there is then no need for a 2020 election -
because it would appear that he could also call it off and by this logic -
nobody would do anything to stop that .

A White House official told the Post that Trump was joking about the pardons.

He, himself, is a joke. A very bad, bad joke. He can’t buy a laugh.

NBC News reported Tuesday that the Trump administration plans to divert at least $155 million from the FEMA disaster relief fund to help pay for the wall.

Typical. He just moves from one disaster to another. Everything T rumpp touches is a disaster. And then it dies.

Trump’s also using a large chunk of the Pentagon’s budget to complete the project, after Congress refused to give him $5 billion for wall construction.

The key phrase in Barr’s testimony is “could be a criminal offense,” i.e., a question of fact. In this case Barr would tell us it’s clear that Trump was simply executing “the policy of the United States to protect its citizens from foreign nationals who intend to commit terrorist attacks in the United States” so there is no crime.

“Take the land,” he’s reportedly told officials, promising to pardon anyone who has to skirt the law in order to speed things up.

Those orders fall in line with illegal orders given by military leaders. They should not be followed.

Those scholars are wrong. See: Jerry Ford pardoning Dick Nixon and Bush the Elder pardoning Cap Weinberger. Covering up crimes is central to the pardon power.

I suspect what you are getting at is whether issuing a pardon to cover up a crime is (a) an impeachable offense, or (b) an act of criminal obstruction of justice. The answer to (a) is yes, undoubtedly. The answer to (b) is that nobody has ever tried it before, but under the current very bad and dumb rules of the DOJ’s Office of Special Counsel, you’d have to wait until the current very bad and dumb president is out of office before bringing any such charges.

Lordy I hope their reporting is confirmed…Mueller turned out to be a paper tiger. A republican paper tiger who knew all along (and made absolutely sure) there would be no real consequences from his investigation.

Antipathy to the law, and relative immunity from consequences for breaking them, are not policies. They just are. This is just where we are. It needn’t be codified. Mitch McConnell has granted Trump carte blanche to do as he pleases, as he’ll never permit 67 votes for conviction at impeachment to be cast. He may not even permit a vote. For he does as he pleases also.
