The German Abwehr had a saying during WW2. “Jeder Funkverkehr ist Hochverrat” – “All radio traffic is high treason”. What they meant was that you simply can’t make a radio transmission without revealing at least some information of operational significance to the other side.

I don’t believe you’ve ever drafted a government memo or the like in the military? Especially with folks that high up the food chain, literally dozens of people from lawyers to clerks to senior officials have reviewed every t and i in it.
And they didn’t leave those habits behind. Every line of that is important. Word choice not an accident.
Yes, rebuking them over the meetings was mentioned in passing, but there’s so much more in there, including most ominously the reference to undermining the election, not just transition.

News Reporters seem to react although it’s not a crime unless Trump says we are criming now.
Trump knows damn well that that he is asking for a crime. At one point when he sees he isn’t getting anywhere he says well you can say that you are going to recalculate – there’s nothing wrong with that. (There is an implication that even if you know I was not cheated the least you can do is help me pretend I was cheated.) Trump then goes on to give the game away – then you can appoint some one who wants to find something as opposed to some one who does not want to find something.
