But it would be impossible to avoid the penalty of Obstruction of Justice. Even providing Congress with just a written testimony, that is untruthful, would clearly be aimed at misdirecting a Congressional inquiry into his actions. And that is Obstruction of Justice. Indeed, having it writing, could even be more compelling because it largely eliminates the excuse of “I misspoke”.
The only way Trump’s lawyers can help him, is to refuse to let him do this. Which won’t be a major feat, because it has no intentions of doing so anyway. This is merely playing to his base, a way of saying he did nothing wrong. The fact that he is attempting it means he is worried that he is starting to lose some of his base.

“Strongly Consider” means he won’t do shit. Surprised he didn’t say “we’re looking at that and I’ll decide….in a couple of weeks”.
Everything with him is set in vague and uncertain intervals that never come to pass.
