President Trump defended directing an aide to withhold nearly $400 million in military funding from Ukraine a week before he had the now-infamous phone call with Ukrainian President Volodymyr Zelensky, arguing it was a matter of wanting other countries to help fund the country’s defense.
I believe this is an illustration of implausible deniability.
Trump wants allies to appropriate money that he can use to extort Ukraine in aid of his reelection campaign.
He wanted other countries to put up money.

So the trump administration should be able to call on France, Germany, and the UK to show us the paper trail of supplemental funding requests. We should be able to see extemporaneous memos, cables, etc. of these communications.
