During WWII, actually. What happened was that, during the war, Uncle Sam imposed wage and price controls. With the labor market so tight (lots of men were suddenly unavailable for civilian jobs), if employers wanted to compete for workers, they couldn’t lure them with higher pay.
“Fringe benefits”, however – including health insurance – were not subject to the caps. So alla sudden, lots of businesses started offering plush health care plans as a benefit to attract and retain workers.
Meanwhile, in 1945, Harry Truman proposed a national public health insurance system, which the Chamber of Commerce and the American Medical Association have spent the intervening eight decades furiously denouncing as socialism.

Thank you for filling in my “blank.” I just did not have the time to think and document how that whole thing happened. All I remember is that my Dad had full coverage for his health, but his wife and five children had nothing in health care. For all those years. I never had health insurance until I went to college. We were poor, but my dad had a good job. So I guess we were at least “lower class,” and not freeloaders, and on “welfare.”
And if you informed them of the fact that it was/is Obamacare they would rail about the cost and say it was worthless.

Farmers will not like this. SNAP is tried to agriculture subsidies, which is why it’s in the Dept of Agriculture. Cut SNAP and you cut demand for ag commodities, lowering prices.
