He can try, but AFAIK there are no current US sanctions on Brazil that would provide a means to confiscate property. He’s blowing smoke as usual. He could file a civil action in Brazil if he wants to throw enough money down that rabbit hole, but I think this is just posturing. Sovereign nations get to determine how they handle their own Internet connections and policies.

Along with the rest of your post, it’s laughable. Elon Musk is responding to news that Nicholas Maduros’ private jet has been confiscated by the US in the Dominican Republic! 
To truly appreciate this action, one should appreciate that most foreign heads of state including Presidents of their countries are given private jet privileges to travel. The US just confiscated the private and official jet of the President of Venezuela.
I’m not watching MTP, and I still want to slap Cotton upside the head.
