He can try, but AFAIK there are no current US sanctions on Brazil that would provide a means to confiscate property. He’s blowing smoke as usual. He could file a civil action in Brazil if he wants to throw enough money down that rabbit hole, but I think this is just posturing. Sovereign nations get to determine how they handle their own Internet connections and policies.
