I am shocked that Oregon has only 5 Congressional Districts. WA state has 10.
Fine, then you need to find 200,000 people from somewhere else to add to the 2nd. Only options would be to extend the district west through the gorge to pick up the far eastern suburbs of Portland. Or else cross the Cascades and pick up Salem.
I think it makes more sense to pack Medford, Grants Pass, Ashland, and K-Falls into the same district.
There just isn’t nearly enough population in Eastern Oregon to make a stand-alone district. You have to reach west and pick up at least one of the larger cities. Medford is probably the most logical choice.
Problem is that the the only growth in Oregon outside of Bend/Redmond is west of the Cascades. Most of the small towns in eastern Oregon are actually depopulating. So unless Oregon gets another Congressional district in the next census, the 2nd will have to get even larger.
