I question whether they need protection vs they are being pro-active as they are privy to what’s coming, while the rest of nation isn’t. Just nitpicking here, but while I agree the headlines “Trump Says War with Venezuela Is Unlikely but Won’t Rule Out Land Strikes” and “F.D.A. Drug Unit Chief Resigns, Citing a ‘Toxic’ Environment” are questionable, there isn’t anything technically wrong with “New Weapon Testing Won’t Include Nuclear Explosions, Energy Secretary Says.”
The delivery systems like ICBMs and cruise missiles for our nuclear forces can be tested with dummy warheads, and that’s done all the time. The warheads are worthless without the vehicle, and explosions are computer simulated these days. So it’s not all that counter-intuitive to say you’re testing a nuclear weapon without a nuclear explosion.
