I was puzzled by that too. In fact, it was only a subset. From the Brennan Center report:
We interviewed a total of 44 administrators representing 42 jurisdictions in twelve states, including officials in 8 of the 10 jurisdictions with the largest populations of noncitizens nationally.
That covered 23.5 million voters. Only about 30 possible cases were found (leading to further investigation). Of the 42 jurisdictions, 40 had no suspected cases at all.

What reporter will finally be clever enough to ask Rumpublicans how they know all those illegal voters didn’t vote for The Rump. The American businessmen who hire illegals are all a bunch of rightists after all. And if they didn’t furnish their workers’ false identities personally, they certainly failed to scrutinize all those forged documents in a hypocritical and self serving way.
However many illegal voters. the Rump is alleging should frankly be subtracted from his total.
