Even if Pompeo believed the nonsense he’s spouting (he does not), then why wouldn’t he simply make his points calmly and rationally and move onto the next topic?

Answer: he knows he’s in the wrong, which brings out the petulant crybaby in him. He and his ilk prove repeatedly that they have no confidence that what they’re doing is ethical.
