All I can think of when watching this video is what if the driver had a child in the car, or an old(er) person?
I can’t remember where I read a story on highways that have those constrained shoulders. The story discussed how many states are using narrower shoulders because it is cheaper, but the studies on accidents, or further damage to a car parked on one of these constrained shoulders needs to be done.
And unless the side of the highway drops down steeply why is there a 4’ wall?

I tried to look up the law in AR on signaling, or what to do when you’re on the highway and police car wants to pull you over. All I could find in their driver’s manual is that failure to signal your intentions can get you a ticket.
And I’ve seen the postings on FB about what do to if you’re a woman driving at night and you see flashing lights behind you. All the info in the post is what this lady did.
So if this isn’t correct, or isn’t correct in all states it seems to me that it would behoove the state police to get the message out that this isn’t legal in that state.
And on June 1st while I was out and about driving around doing errands it seemed like I couldn’t go a half mile without seeing a police car monitoring for speeding. I realize that the first day of the month is usually when they’re out there to enforce speed limits, but the number of police cars really made an impression on me. And then when I got closer to home they mentioned on the radio the percentage of lost revenue from the lack of people driving during the pandemic. But did they really have to try and make up a year’s loss of revenue in one day?
