They have another issue as well. All those normal citizens are not confined within the walls of a prison. They are not isolated by cell blocks. And there are a heck of lot more of them. As said, what could go wrong.

I hope someone questions the legality of using BOP personnel for crowd control. Their training and experience makes them a time bomb. Some protester is going to run afoul of one of these guards and then the poo will hit the proverbial fan.
