The AP got ahold of all of Foxhaven’s work emails that he’d sent containing the words “Tupac” or “2Pac.”
They reached 350 pages.

Well, I am flummoxed to the max. Can someone enlighten me as to the back story? Until then, I remain flummoxed to the max.
Was he warned not to do this and just kept doing it anyway? Otherwise, he seems like a nice guy who (for some reason) is inspired by his interpretation of Tupac’s legacy, and tried to use that to inspire others as well.

This is cute, but as an Iowan, I suspect it’s not accurate. Foxhoven was the point man for Iowa’s moving Medicare management to private companies, and that has not been going well. There are also scandals and a federal lawsuit concerning treatment of minors at the state’s detention center for underage boys. I suppose Tupac might have been the straw that broke the camel’s back, but I find it hard to believe it was the sole cause.
