PDBs are like having a weather radio. They give as early warning as possible for what is developing to allow us to prepare for bad weather, but sometimes the weather ends up being fine.

However, sometimes they give a warning and you have 5 minutes to get into the basement (see Aug. 6th, 2001 PDB) because the tornado IS coming.

Also Trump is unreliable, as his staff, aides, and members of his maladministration have known since Jan 2017. So because the intelligence is not something that would ever be nailed down, and rock solid then I can see Trump not paying it any attention, not to forget that in Trump’s world Putin is “his guy”, and anything Putin says to Trump is taken as truth.

Just bear in mind that the intelligence community is not monolithic. There are factions within factions – always have been. Trump thinks he likes playing them off against each other but, in this world, he is not even an amateur.
