I’d say rather that reforming SCOTUS needs to be a litmus test already. 1 Active Justice per Federal Appeals Circuit. After 10 years on the Court, Active Justices move to a purely advisory roles as Justice Emeritus, and can offer concurring/dissenting opinions, but do not hear argument, and do not count toward final decisions.
Creating the Department of Homeland Security after 9/11 which consolidated these agencies has turned out to be a really counterproductive thing. It ought to be broken up again into component sections. Immigration, TSA etc.
