The enforcement is the Capitol Police refusing to let a member enter the chamber. See above regarding Boebert. And the Sergeant at Arms can drag them out by their hair if they refuse to wear a mask. Everybody else in the chamber and CSPAN are a good substitute for a snitch line.

Docking the pay? No clue. But if it wasn’t enforceable they wouldn’t bring it up.
