On what basis? He has jurisdiction over federal employees and the rest are probably covered by the Commerce Clause. Besides, haven’t we been through this multiple times already? Courts have always upheld these mandates.

There is going to be a concerted, coordinated national effort on the part of conservatives to produce and supply citizens with fraudulent vaccine cards, specifically to defy Biden’s directives. Hundreds of thousands of people will circumvent efforts to limit viral spread via this method. They’d rather break the law and risk death than obey public health mandates. For many the thrill of cheating will be it’s own special pleasure. Sort of like punching the store clerk in the nose for asking them to put on a mask. Sure, it might get them arrested, but damn, in the moment it felt good.
