It fits with NSAs denial that he was targeted.

DC has ALSO suspended his license to practice pending a final hearing in DC. At least that’s how I read it. So now he can’t do anythjng in either place.

ETA I was wrong. The suspension is dependent on the disposition of the case in NY. I guess if you screw up badly enough to be suspended in one state, some of the others take note.
