It isn’t. Not in any way. But these guys are so wrapped up in it they can’t see how other people perceive it. Giuliani thinks it’s all OK if he was “acting on behalf of the State Department,” without realizing that he’s just dragging Pompeo into the mire with him. Giuliani has no public position; he repeatedly says he’s representing his client — Donald Trump individually, not the USA.
All he’s doing by pointing to the texts and emails on his phone is ensure that he immediately receives Judicial and Intelligence committee directives to preserve evidence, with a subpoena for his phone and all its contents, and all other electronic devices and computers.

The Trump and Pence offices have not really been friendly through the administration, for obvious reasons…it’s going to be somewhat delicious if the Trump people start pointing at Pence and drag him down with them. Pence did go to the Ukraine and had some kind of discussions, so his involvement is going to come up at some point, and it will be glorious to watch the Republicans squirm between Trump trying to blame it all on Pence and hoping Pence survives to become a damaged president who drags them under in 2020.
