Azar was Redfields boss. Redfield did not report to Trump. Azar did. Trump gave his directives to Azar & Azar told Redfield. Azar like all Trump appointees was going to be fired for failing to do as told. I believe it was Rod Rosenstein (DOJ) sister who sounded alarm about virus in a report in February prior to Trump saying anything. She reported to Azar and was silenced, perhaps even fired.
On Feb. 25, Nancy Messonnier, a senior CDC official, sounded perhaps the most significant public alarm to that point, when she told reporters that the coronavirus was likely to spread within communities in the United States and that disruptions to daily life could be “severe.” Trump called Azar on his way back from a trip to India and complained that Messonnier was scaring the stock markets, according to two senior administration officials. ~WaPo

Yes, eventually the disease would have spread but every day that it didn’t was a day the medical profession had to learn about the disease and for us to be that much closer to a vaccine.
When there were known cases of Americans with Covid on those cruise ships Trump did not want to let them come home. In the event he let them come home but was so ill prepared that unprotected people met them
Then there were the assorted Superspreader events he occasioned.
