Discussion: Without Legal Justification, WH Says IRS Will Pay Tax Refunds Even If Shutdown Continues
Does the WH actually understand what shutting down the federal govt actually means?

The administration does not concern itself with legal arguments. The political imperative is to get the tax cut refunds out to the one percenters so they will realize the return on their investment in Trump and his GOP enablers in Congress.
Nope. They’re lying as usual, and hoping that by the time their lie is caught they’ll be on to some other scandal.
The strategy of flooding the zone so that opponents couldn’t keep up started with Reagan, but at least he did it with actions that were more or less lawful.

No, they had no F**king idea. They have no policy planning, and frankly no one with any understanding of what is going on running the show. They thought that this would be no big deal, and no one ever showed Trump the implications of a shutdown. It might not have stopped Trump, but now he is boxed in. FOX and the toothpick harpy drove him to a shut down, and he has no way out.
The result of all of this is going to be a series of lawsuits (which Trump will loose) and I hope that the D’s via oversight insist on personal and criminal responsibility under the anti-deficency act. https://en.wikipedia.org/wiki/Antideficiency_Act
