I think, if I was being generous, that someone pointed out to him that significant portions of the steel and aluminum we import come from NATO or strategic allies, so he’s going to try and connect this tariff idea with his shtick about how some of them owe us money.

Yeah…he is being pushed into the walkback, one inch at a time.
But remember, when Trump is forced to do things he doesn’t like, he throws a tantrum in response, and usually attempts to wiggle around it and lash out for being made to do it. Think the Charlottesville speeches.
Because he did this in a moment of anger, in an attempt to salve his ego that he can dominate the world around him. Its therefore even more humiliating to that same ego that he has to walk it back. That’s far too big of an imbalance to exist in his head…his ego WILL demand its due.
Narcissists love them some humiliating punishments…I can’t wait until he gets his humiliating punishment.
I am a dual citizen (Can-US). My sense is that he has put Trudeau in an impossible position. He cannot now appear to having been bullied into concessions on NAFTA which cost proportionally as many or more job losses than it did in the US. Canada imports more steel from the US than the other way around. This tariff and an equal counter from Canada would cost the steel industry heavily in both countries. What a god damn mess.
This right here is why I want to see public humiliation like Nixon’s exit from DC in 1974. Humiliation in public. No spin possible. I am waiting Mr Mueller.

Yes, he will lash, he will throw a tantrum. But your example is instructive. He is a weakling and a coward. His language does lasting damage to our national fabric which (god willing) will only take a generation to repair, but when forced into a corner, his back against the wall, he does… well, he whines petulantly.
In retrospect, Frummian warnings about how Trump/Bannon might really impose an authoritarian shock to our system are sort of blackly funny. We didn’t totally comprehend back then just how easy it was to cow the dotard. He doesn’t really wield power. He doesn’t really exercise the office. He sits on his phone during Executive Time and basically complains that we don’t all love him.
All that said, he might turn around and convince himself that actually this was a brilliant move to extract some extraordinarily modest concession from NATO members and then forget the whole thing. It can never be far from our mind just how little he exercises whatever intellect he possesses.
