I don’t know what the breakdown of trade imports and exports are and whether this is the case, but it’s absolutely possible for Canada to be the US’s biggest supplier of steel, yet for Canada to import more steel from the US than it exports.
Simple example to illustrate this. Let’s say the US imports 100 tons of steel, and Canada accounts for 70% of that (I.e. 70 tons). Canada in turn imports 75 tons of steel, and the US accounts for 100% if that, I.e. 75 tons.
In that situation both statements (1) Canada is the largest supplier of steel to the US and (2) Canada imports more steel than it exports are true.
