Its going to involve both the House and the Senate. And the Senate right now is a much bigger challenge for any GOP tax plan.
McConnell has already said he wants it to be ârevenue neutralâ so he can use reconciliation. Its extremely doubtful that any bill that comes out of the House will meet that requirement, even using dynamic scoring.
Its too early to count heads yet, since we donât even have a framework, let alone a bill, but without Corker, its highly doubtful that McConnell can get to 50 votes for any bill. Lee will split off, Paul will split off, and there is a pretty good chance that a half dozen or so other republicans will balk at any tax cut that explodes the deficit. So before they even get started they are 2-7 votes down.

Trump is already pushing the envelope on that matter, by using âactingâ people without actually going through the Senate hearing process. If he believes that there is a serious chance of a WH coup being staged by Pence, he will clear house rapidly to head it off.
And that immediately raises two legal challenges. Can a President fire his Cabinet if they are in the middle of a 25th Amendment solution? Do âactingâ Cabinet members get a vote or no?

I think it depends on what the bill is. For example, if its introducing new regulations (which a tax reform bill certainly would), than I donât think it survives a Byrd bath.
But whatever the parliamentarian requires, McConnell WANTS a reconciliation process. He will struggle to get to 50 votes, 60 votes is out of the question.
Somebody (politco or slate I think?) actually ran an article recently about this very issue, though more aimed at deputy appointments that Trump hasnât formally nominated but is instead having them be âactingâ officials instead.
One comment by trump really bothered me. He alluded to having to make the calls and being worn out by the 5th one in a day. As if it compared in any way to what the families of lost soldiers go thru. He makes himself the victim and that angered me.
