Which I am fairly confident Mueller will issue subpoenas after Trump’s lawyers formally say no to the interview.
This is a protocol step, and if Trump straight up refuses to be interviewed he will have wasted an opportunity. Because the discussion that is compelled by subpoenas will be considerably less friendly and 100% under oath.
