Probably some of both, but he certainly is the world’s biggest liar, and he doesn’t care whether the lies are blatant and easily disprovable, because Fox won’t report that and his idiot followers will never hear it…and if they did, they’d believe him, not the obvious and easily verifiable truth.
He’s been pretty clear throughout that he’s only interested in his base, and seems to think it’s ok and maybe even a winning strategy to ignore the rest of the country…and in fact the rest of the world.

Trump is our gift to Putin that just keeps on giving. Future historians are going to probably have a diagnosis for this, the internet drove certain siloed groups nuts. As virtual reality developer Jaron Lanier notes, social media biases politics – “not towards the left or right, but downwards”.
What Russia has seen in Trump is his great genius (if you can call it that) in realizing that there is plenty of room at the bottom with a constantly distracted population. A distracted populace can’t organize or fight for their own economic security or oppose groups seeking to increase their economic insecurity. There is really only two questions to ask about Trump as he goes about what appears to be a scatterbrained policy approach: How low can he go? How many people are willing to go there with him?
