Nope. There is no wall in that area. It is inside the line of where the wall might be if it existed. If you asked me to fence your property, and I only covered 3 of 4 sides, you wouldn’t consider the property “fenced off”.

Yes. But, as I recall, most of the Vatican still is off-limits from St. Peters. You can only visit the museums and the Sistine Chapel. The rest is walled off.

Yes you are right. you can also visit the Vatican Gardens, all of these accessed through the Museum entrance. My point is that comparing it to a typical border wall ( although it actually is one) is wrong.
