No, not strictly speaking. As Clausewitz said, “War is merely the continuation of policy by other means.” The allies didn’t bomb Germany and Japan because they wanted to eliminate all Germans and Japanese. They did it because it seemed the most effective way to remove the governments of Nazi Germany and the Empire of Japan. Genocidal war is waged with the primary goal of elimination of a specific population based on ethnicity, genealogy, morphology or some other non-political attribute.

I will conclude with a question for all the humanitarians out there. Prime Minister Benjamin Netanyahu clearly stated at the outset of this incursion that his objective is to restore a sustainable quiet for the citizens of Israel. We have already established that it is the responsibility of every government to ensure the safety and security of its people. If political leaders and military experts determine that the only way to achieve its goal of sustaining quiet is through genocide is it then permissible to achieve those responsible goals?
This is the result of dehumanization. Without an end to occupation this will only get worse. A few weeks back I saw pictures of Jewish neonazis throwing the Hitler salute at a peace demonstration in Tel Aviv. Here’s more about this bizarre turn

Germany was levelled only after the Luftwaffe conducted levelling raids on the United Kingdom. Beginning on Sept. 7, 1940, the Luftwaffe bombed London for 57 consecutive nights. Raids which killed 40,000 people and destroyed at least 1,000,000 homes. Germany unleashed the Baedeker raids in 1942, hoping to demoralize the British people. Later in the war, the Luftwaffe initiated Operation Steinbock - which resulted in more destruction in January - May, 1944.

Not genocide. It was the Allied war tactic that led to unconditional surrender. Stalin’s troops did their share without dropping bombs, yet they lost 20M in the effort…as victors!
