Unless I were a Canadian terrorist or a Mexican terrorist trying to enter the US, I would first need to gain entry to either Canada or Mexico. Which one has land borders with other countries beside the US, which one has less-tightly controlled seaport entries, and which has less-tightly controlled airport entries? That’s how I would choose.
