If the Senate passes this, will the House Republicans resist the temptation? Resist just one quick roll call vote from having a bill on the President’s desk that does this much damage to “Obamacare”? And then they could promise to get right back to work on additional legislation to “get rid of the rest of it” since they will have fatally compromised it already? If your choice is shooting your mortal enemy with a “sure shot” bullet in the foot or having to spend more time screwing around hoping you can get the chest shot, who wouldn’t shoot for the foot and then take aim again?

Either way, it’s a vehicle.
Major legislation -that will affect 10’s of millions perhaps 100’s of millions of citizens- is being written behind closed doors. Senators have hours to review the impacts. If it cannot withstand the scrutiny of committees -hearings etc., it should never ever be considered for a vote.
It is vital that the Senate flips in 2018 and the House majority narrows to the point where they must compromise. I try to remain optimistic but I do fear our institutions are breaking.
Worst game of pass the parcel ever.
When I saw the Republicans had lined up 3 bills in the Senate, my inclination was that the third was the bill they intended to pass. By that I mean get on Trump’s desk. If the bill passes, the conference committee will green light it whole, and it will go straight to Trump’s desk. They do not want to play ping-pong between the House and the Senate on this bill. They know if they do, that will certainly kill anything happening.
My take is that 3 bills to consider is a process to confuse and wear everyone down. They know most of what various factions want, and most of it cannot go through.The process will make that clear to the various factions. But, they plan to put enough through to kill ACA. That is the third bill. So they are playing this to get that through.
Pretty sure that most of the Republican Senators are well aware of this, even the “moderate” Republican Senators such as McCain. But, it will be hard to say, and that is what they hope gives them cover.
