According to a Tuesday Hill report, Sens. Mike Lee (R-UT) and Rand Paul (R-KY) were the only lawmakers to vote against the nonbinding motion.

So most Repub senators are petrified of the unhinged Russian agent we have as president, and this symbolic vote is all they can muster to stand up for our country. In a way this makes them seem even more pathetically ineffectual.
Rand Paul is a publicity-grubbing odious little wanker who likes to pose as a principled Libertarian. His vote is completely in character, or what passes for character in his case.
Not sure what Lee’s rationale is, though.
