Putting aside the Palin-like speech patterns and the insane premise, I don’t think “clarifies” is the right description.

A: Probably not, and it would not have mattered anyway as there was no evidence at the time that bin Laden had committed any crimes against American citizens.

If you put this together with the idea that President Obama shouldn’t be allowed to nominate a Supreme Court Justice in the last year of his Presidency, apparently a President is only responsible for up to six years.

Anything that happens in the first year is the predecessor’s fault, and they’re not allowed to do anything in their last year.
