I suppose the WH lawyers could split hairs and send a written copy of the speech to the House, with the same thing given verbally to the Senate. They might actually try this. I still don’t think McConnell would allow it. If an earlier post is correct about 60 votes needed for a Senate invitation, it would be out of his hands anyway.
Pelosi holds the keys to the House chamber, both metaphorically and actually. So, I assume the Chamber’s doors will be locked. I also assume that Trump will march up to the doors and make a show of knocking three times, demanding an entrance, and that the networks will give him all the coverage that their Reality TV Star deserves. After all, he’s great ratings.
Despite the satisfaction snubbing Trump would provide I can see several influential Dems counseling Pelosi there is risk in refusing him the traditional trappings of a SOTU. Hard to say which way this will play out.

There is little risk as long as she continues to frame it the right way. “The POTUS is welcome to deliver the SOTU address in the House, just as soon as the government is opened and Federal employees can get back to work.” Keep hammering on the legitimate reason why, and not just Nancy being a mean girl to Donnie.
Agreed. But if there is some sort of convoluted, arcane, obscure, circa 1822 statute, whatever route no one has cited that Trump can employ to force his way into the chambers rest assured he’ll try it.
He certainly won’t stay away from the Capitol Building, but I think there are fewer R senators willing to bond with him nowadays. Esp. the batch who are vulnerable in 2020.
