The documents are linked at the bottom of this page. It’s Orwellian, they reprimanded this guy for drawing a red circle and slash over the words “Keystone XL” in his meeting notes.

Indeed. MA or NY or CA should issue a policy that under no circumstances may public employees state or imply that tax cuts result in job creation, economic growth or increased revenue to the state.
