I don’t understand this term, “active shooter.” Aren’t all shooters active, otherwise they are not shooting. In that regard, aren’t we all inactive shooters? Can someone explain?

Apparently the shooter is too lazy to drive to Texas and take a chance on dying for his beliefs while Army is in full exercise mode.
From my understanding it basically means that the situation is ongoing and that the shooter is still at large.
OK, since we’re defining terms…
Criminal X is “at large”.
My last town had 6 Aldermen, one of whom was “Alderman at large”.
Meaning?
With the criminal it means they are still loose/haven’t been caught.
With the alderman I suppose it would depend on how they define it in the city laws regarding the position, but I would guess that it means something around the lines that that alderman isn’t elected to represent a particular district, but the city/a particular group as a whole, i.e. the city at large for example.
But I’m note really sure what your point is, words in English can have different meaning depending on the context that is hardly something new.
Not really a point. Just a term that I’ve never seen actually defined and it seems kind of a senseless one.
Fair enough, although thinking about it some more those uses of “at large” sound like they could be related; given that “criminal at large” is basically a counterpoint to a criminal that is confined to prison/jail and “alderman at large” is, if my guess was correct, basically a counterpoint to an alderman whose representation is confined to a particular district.
How many idioms make sense when taken out of context? Who the hell expects them to?
You are commenting on a situation where at least four people are injured and one possibly dead from a shooting, and you ask for a definition of an unrelated word? What’s the definition of “clueless?”

First situation—the criminal is still wandering around wherever he/she pleases.
