Because he is calling the Guard out, the state will have to pay for it. That’s why pRick wanted the President to federalize the Guard and send them to the border - the Feds would have to pay for it that way.

What will likely happen is that a migrant will get killed.

What Perry prays will happen is that a national guardsman gets killed, so he has a cause celebre or even a casus belli.

He needs to send an army of lawyers because every one of those people turning themselves in to the border patrol are, by US law, entitled to a hearing.

Perry is using the national guard to boost his political prospects, in other words wagging the dog. It’s risky because news footage of a bunch of national guardsmen standing around doing nothing won’t look good on television.
