No. It’s not a precedent. You don’t go all militarized-police on these jamokes for the same reason you shouldn’t use drones and carpet-bombing against terrorist criminals. I used to be a reporter and this paragraph

is VERY wrong. It should read:

"According to the Oregonian, Brian Doucette, who claims to be a U.S. Superior Court Judge but is not, arrived at Harney County Tuesday and is readying militiamen for a ‘trial.’

When a tendency to think in abstract rather than concrete terms is joined with low-average IQ or simply an inability to reason logically, this is what you get: “sovereign citizens,” libertarians, people who believe in astrology and magic healing crystals.
