Not sure what “decision” Treasury/IRS needs to make here. The black letter law states the IRS shall furnish those returns upon request of the Ways and Means committee. Box 'em up and send them over, guys.

There is absolutely no reason a reputable attorney in the relevant fields of practice and licensed in DC could claim they lack for work.

So where did he discuss this request with someone who works at the WH? Did they meet in a bar, did they talk in a car, was near or was it far?
Not trying to be picayune here, but does the law say when the IRS must comply? Immediately? In due course?

(f) Disclosure to Committees of Congress
(1) Committee on Ways and Means, Committee on Finance, and Joint Committee on Taxation
Upon written request from the chairman of the Committee on Ways and Means of the House of Representatives, the chairman of the Committee on Finance of the Senate, or the chairman of the Joint Committee on Taxation, the Secretary shall furnish such committee with any return or return information specified in such request, except that any return or return information which can be associated with, or otherwise identify, directly or indirectly, a particular taxpayer shall be furnished to such committee only when sitting in closed executive session unless such taxpayer otherwise consents in writing to such disclosure.

The Secretary of the Treasury has no part in the release of a president’s return. The IRS is the governing entity.
The entire presidency has been one long earn while you learn experience.
My suspicion, nay expectation is that just before it’s shipped they file in court, arguing the law in unconstitutional. It should fail, but even if it does it would buy them some time. They could then pivot back to fighting release of the non-redacted Mueller report.
And you cynics all said he’d never pivot!
