I was wondering about that too. Possible reasons that have come to my mind so far : (1) They are a bunch of idiots; (2) Mueller scares the shit out of them and they want to say “We don’t know Russia, we have nothing to do with Russia”; (3) They want to create an “enemies list” of governors.
Note: (a) Remember Trumpee wanted to force a vote on the garbage for a “list”? (b) (3) is not mutually exclusive with (1).

According to this CNN article which was updated as of 7:25PM ET today:
As of Friday afternoon, at least 27 states had publicly expressed reservations or legal barriers to turning over all of the requested information, particularly with regard to the privacy of social security numbers, according to a CNN inquiry to all 50 states. Several others, including South Carolina and Arkansas, had not yet received Kobach’s letter.
You have to just love the part where many states have already said NO while several states still haven’t even received the request! To answer your question, I can’t find a definitive list of which states are included in the 27 CNN mentions.
