Lots of different people and groups have struggled to improve their civil rights. It’s not a term owned solely by one group. I think what he is trying to do here is what the Prop 8 folks did in California: put a wedge between African Americans (especially people from black churches) and LGBTQ communities. This was a purely cynical move on his part. I would caution people to simply dismiss him as stupid. He’s actually more of a calculating zealot. He knows full well what he’s saying and why.
