For Nunes to name Republican members to this committee would be the equivalent of cutting his own throat and taking a big step towards the destruction of the GOP. Like McConnel not allowing Garland’s nomination to proceed, Nunes will likely never name any Republicans to this committee in the hope that he and the GOP are never fully revealed to be the traitors that they are.
Even if there is such a rule, schedule meetings, schedule hearings, invite cameras in. Just proceed like you’re a boss. They’ll appoint members quick enough. It’s not as if they think rules and norms matter.
Run the clock out. Delay. Throw up procedural barriers. Ask for “clarifications.” Obstruct. Repubs have been doing this ever since Clinton’s time in office. Honestly, it’s all they know how to do anymore. But since it remains effective, expect lots of it. Remember Al Franken’s election to the Senate?

Is it a “rule” or a “law” that committee business can’t commence until all members are assigned?
If it’s a rule, then the Democratic leaders of those committees should give the GOP a deadline, otherwise Democrats will appoint additional members of their own party to those positions for the duration of the Congressional term.
The GOP breaks “rules” and “traditions” all the time, Democrats can do the same while still respecting their only Constitutional duty in this context which is oversight.
This is what I was thinking, if they don’t want to play then fine, add more Dems.

Give the GOP one week warning that if these committees don’t have enough members to proceed by end of week, they’ll be replaced by select committees whose members are appointed the Speaker.
Seems to me all they are doing is asking Nancy to kick their asses too. The legislature makes its own rules and if they think they’re going to outsmart her, well… they are that dumb so… I guess this should be fun.
