Yes: this article is deeply misleading without that context. Also, no one ever called it the Biden rule because there was no rule, McConnell just pulled that out of his ass to alibi up his thievery.

Notice that Biden never suggested that if a nomination was put forth, he’d refuse to hold a vote. He merely suggested that Bush not name a nominee. So McConnell should have similarly suggested that Obama not name a nominee, after which BHO could consult with Mr. Biden himself for correct application of the “rule.”
